Amped Wall bullets: Does it change bullet speed!?

Started playing rampart more recently. and there is one question that occurs: what is going on with amped bullets?!  Does this change the bullet speed?! Whenever i shoot through an amped wall i sudd...

@Houdini_Hank I makes bullet damage do quite a bit more damage when being shot through it to a enemy. Say 1 shot from a 301 does 28 damage to the head. With amp shield you will hit each head shot for 38 damage.
