That's true, although they'll probably delete this video link faster than they'll do anything about it.
Unfortunately, honest, good players in the narrowest skill distribution on the right (pubs) have it the worst in this game. The number of obvious cheaters is as high as ever. And I'm not talking about 100% HS, because that's almost nonexistent, but about soft cheats like wallhacks, lack of recoil, macros, etc.
New players in the middle or left of the distribution experience these kinds of incidents much less often. Good and honest players are the most likely to leave the game, while new players who see such videos simply don't join.
The game has unfortunately been infested with cheaters for a long time, but for some reason, this isn't the main problem for Respawn to solve.
And believe me, I'm a PC gamer and it's not any better here.
Good players have been struggling in this game for a while now.
You reach Diamond and don't have a good team -> you don't play ranked anymore because you often have to play against 3-stack masters/preds. Unfortunately, the ranking system has also been destroyed. Currently, we have three ranks: Platinum, Diamond, and Master/Pred. People who frequently reach Platinum/Diamond shouldn't be here at all due to their skill, but the points system for these ranks is so easy that it's hard not to get there since S22. As a result, Master/Pred has had ridiculously easy lobbies for several seasons, which they're destroying.
You move to pubs and it turns out your skill distribution looks like people with higher skill play there than in ALGS.
And that's where the game ends for these people. You just need to be reasonably good at the game and be in the same lobby where cheaters are most likely to be.

Well, you're partially correct for sure.
This link was removed to avoid promoting cheating. Hopping in live games with a cheater just to test/"expose" cheats and then posting that is not something to promote.
No one is denying there's an issue with cheaters. It's something we're constantly working to address, along with everyone else in the industry. There unfortunately just isn't a "one-and-done" solution to this, and we have to continually update our detection as the cheaters continue updating their methods to dodge it.
