There are two types of items with the challenges: ones you can only obtain within the event, and ones that will return in a future event.

1. The things you have to play to get (higher levels of the battle pass, the event items that require challenges) will never return.

2. The items that are for sale in the stores (such as the collectors event), will be available again in the future. When? no one knows.

So to answer your question, the Wraith Voidwalker and Young Bloodhound may be gone for ever (I'm not sure which type they are), but the 2nd skydive emote of Bloodhound may return in the future. Don't expect that to be soon though, we have yet to see items return into the store or event shop from all the previous events!
