any settings lower than the ones you can setup in the games config can be seen as cheating (eg. removing the grass and rendering it as a plain, which would result in quite large performance boost).
Comparing it to other games is not really helpful , Apex has a different Engine than Fortnite.
Issue with frame drops can have various sources, like faulty drivers and config/game files, 3rd party software that also wants to use the GFX accel (Overlays like Overwolf, Discord, Browsers ect.), in that case a dedicated performance mode would likely not give you the result you want.
Removing shadows is pure fps performance, for your visuals its not a benefit as you cant see people hiding behind a corner and so on. Shadows is one of the more costly things in a game to render and hence a very nice thing to remove if you struggle with performance. This is not unfair advantage, removing grass however is. Same with the startup parameters for the game, you can choose your directx, and its actually the only way to get the game render more then 143 fps, yes ofcourse it will help. On my 1080ti games in general play better on dx11 then on dx12, while on my 3080ti that is not the case.
Yes its true that overlays can steal performance (its actually suprising how many things have overlays), same with game capture software like nvidias software or steelseries moments, those are also smart to consider switch off (you know the software where you can hit a key to save the last few minutes of gameplay)
