I feel like If you take another step back from it, Hammond is trying to slide into the void left after the IMC was defeated. They were an IMC subsidiary in the Titanfall days, and could very well be the shadow arm of a newly reformed IMC faction.
I think that the apex lore were witnessing is the sparking of the frontier war 2. If Respawn doesn't use Apex to build up within the shared universe to Titanfall 3 it will be a massive missed opportunity.

I wonder if the legends that got legendary skins in System Override are the ones Hammond already (or almost) assimilated completely. Or maybe it's us who decide how the story goes, through the ratio of robotic / non robotic skins equipped.
@DoYaSeeMe Apex in itself is already a prequel or sequel to TF3. I’ve yet to see an arc that’s been made in a game in a universe of another game that doesn’t have a direct link. Unless the company of course goes belly up.
I think Apex is basically a lore adder for the next TF but not heavily reliant on what the next TF will do
