Passive isn't overly helpful and I don't find myself using it much.
Tactical is good but could be buffed a little. Faster, tighter, larger AOE, &/or longer duration.
Ultimate is a poor man's Wraith ultimate. Probably give it a buff similar to Pathfinder's grapple.

A tight hold on that snare to really "pin" an enemy. Its only really effective on people who are first time caught by it. You panic and run stuck with back to enemy.
If you turn and face you have enough movement to dodge.
Maybe keep the current diameter of it, but keep people sloww slowed. Or slow but tighter diameter otherwise people can just strafe spam anyway
