I'm not sure why exactly they wouldn't believe Pathfinder, but they didn't. Apparently all of Pathfinder's friends thought he made it up, and the detective guy thought so too, so it isn't unheard of that nobody believe Pathfinder.
Well, it's not exactly that much money. All Loba needs to do is commission a pilot and get a harvester (which she probably already owns since she's a thief). Loba definitely has enough money, since she was going to bribe the legends into helping her, and they aren't going to be cheap. Plus, Loba is again, a really good thief, and likely does have a ton of money.
The loading screen that says Loba received an offer, where is it? I haven't seen it yet, I think, but that's really good information. Depending on what else is in the description and the context, it could change a lot.
But yeah, Octane's date doesn't seem to be related to the letter, and it was likely a legend who sent it.
Also, if Hammond had somehow told Loba about the artifact and wanted her to get it using the legends' help, they probably could've just hired the legends themselves. Loba did it, they probably could, plus they have more power to make things happen. Or, they could just send soldiers/robots and not have to hire the legends. (Depends on how effective the legends are vs how easy it is to send foot soldiers. Also, Hammond's PR)
