It's not just the games really,
it's kind of a collection of things involved
like OS, Windows 10 X64 is known to hog quite a
bit of RAM(mine currently has 5GB's tied up for just
OS processes a big one is Windows Defender.
But the more programs you have running
obviously is going to take up that much more
memory and as more stuff get's added to Windows...
you see the issue.

Ya OS do take up some of that space but even some games take up just about the same amount not including the dedicated memory on GPUs
