Closest Data Center not the Fastest

before i say what i am about to say let me please clearly and plainly explain the following:

YES I HAVE CHANGED DATA CENTERS

YES I HAVE SWITCHED TO WIRED CONNECTION

YES I HAVE CHANGED DNS SERVERS

YES I HAVE IPV6 ENABLED

YES I HAVE RESTARTED ALL NETWORK DEVICES

YES TO LITERALLY ALL BASIC AND INTERMEDIATE SOLUTIONS YOU MAY HAVE.

I AM HERE FOR ADVANCED SOLUTIONS

So i have been playing apex legends since late season 2. i enjoyed it, quite a lot, but i noticed that my in game performance is abysmal. like, horrendous. and i couldnt for the life of me figure out why i was dying so quickly. several hundred google searches later, i am only a fraction of a step ahead of where i began. i have searched high and low, checking every nook and cranny for an explanation for why my apex (and only apex) connection was so poor. lagging, getting beat to loot seemingly impossibly, getting shot by people through cover, all of these questions led me to the same place. network. inconsistencies. but after going through all of the trouble to do every single fix that the internet seemed to give me (youtube has literally thousands of videos on this topic and they all say the same 4-7 things that work/dont work for everyone). i have spent a lot of money upgrading my network components, my xbox, my monitor, and all peripherals in the hopes that these solutions might solve my problems. it didnt. but today, i saw something that might have given me hope. i saw in a thread on another apex forum that people are reporting between 10-20ms ping on their consoles. my connection has nested around 34ms which admittedly is not that bad, but i do not believe that this is low enough. consistently, i find that the closest data center (new york) is hardly ever the fastest, despite it being 300+ miles closer than the ones apex deems to be the fastest. now, i understand that network traffic, both locally and regionally, makes a difference, but i find it very strange and concerning that the st. louis data center is faster (by almost 10ms sometimes) than the one in new york. that to me is absurd, considering all of my gear is nearly top of the line.

ASUS RT-AC3200 router

Netgear Nighthawk CM 1100 modem

Xbox One X

cat 7 Ethernet cables

Acer XG270HU

Upgraded HDMi cables (cant remember the brand off the top of my head)

AND i have the second highest internet package from Spectrum (400Mbps)

So all of these things combined, i should have only one thing that could affect my speeds, right? Geographic location. I looked into this as well, but found that not only is the town i live in on the same fiber grid that services the nearby metro area, all of the lines were upgraded from the old coax internet cables 5 years ago. So this leads me to believe that somehow, there is a holdup within either the physical connection from my house to my ISP OR in respawns server in NY itself. No google search has given me any answers yet, so i am asking you, what can i do to improve my connection quality at this point?

TLDR: xbox boy complains that his internet isnt fast enough.
