Conduit tactical

Conduit tactical gives one teammate and herself temporary shield. 

If teammates are close in the line of sight, it is fairly quick for her to use her tactical on herself, but often it is delayed substantially because there is no teammate around and that leads to often being knocked down.

Could her tactical be applied to her right away when using her tactical.
