There's no doubt conditioning and manipulation is going on here. Is this pack a "deal"? Sure given that 8 packs would cost 5600 at 700 per pack. But that's just it. They have successfully conditioned the community to think it's ok to have $7 Apex packs.
Then there's the heirloom itself. They start out in Iron Crown with you having to pay extra on top of the $168 for 24 packs. They "back off" by giving the heirloom at no extra cost if you spend $168. How is these even remotely accepted? Because they started with a Wraith heirloom that is only guaranteed to drop after 500 apex packs LOL!!! $168 is a "deal" compared to the prospect of opening hundreds of Apex packs for an heirloom.
Personally, I've steered clear of these collection events. I bought a couple packs during Christmas event. What'd I get? A P2020 skin in one LOL!!! and the G7 skin for the other, a gun I rarely use. So that cured any momentary lapse in judgement real quick lol. IMO the skins often aren't even that great. I haven't seen more than a few I liked in each collection, so it's easy to pass up the whole idea. I think the battle passes overall have done as good if not better.
What really irks me is they do very little to increase the cosmetic pool for the normal apex packs. I'd like to see them start adding these event cosmetics to the regular Apex pack pool. I've opened enough apex packs that I've been getting nothing useful for a while which also gives me no incentive to spend money on them. If they boosted the loot pool with past event cosmetics and even battle pass cosmetics, I'd be more inclined to buy some.
