Effects of the Choke on the Triple Take

Just to clarify, it's the Triple Take I'm talking about. Not the Peacekeeper.

I feel like the choke works at pretty much any range, but takes too long to come on so I never bother with it after the first shot. Time is money, as they say.

The blue sparkly effect when you hit with full charged choke is what I'm talking about.
It doesn't do any bonus damage so what does it do? Just annoy people?

@Zulkiers There's no bonus damage when choked. All the choke does is reduce the bullet spread.

@hayhor The blue sparkly effect it leaves on targets is my question. Does it stun? Does it slow? Does it obscure vision a bit? What it the purpose of the blue sparkles since it does no extra damage? Just cosmetic?
