Evo Armor updates

@MandatoryIDtag they wanted to make early game easier for players by gifting them an empty body shield that not only required you to damage an opponent (dangerous considering you have no shield) and needed a shield cell in order to start working (which we've all been screwed by RNG before regardless of whether you hot-drop or not, sometimes you just can't find one.). It was ineffective, and reduced TTK only made early game much harder to get out of due to less protection. 

A more effective change would've been to give everyone a level 1 EVO shield (25 health) requiring 50 damage to level up (25 --> 50), while simultaneously removing white EVO shields from the loot-pool entirely. That strikes at 2 problems people have complained about, which are an overcrowded loot-pool and being screwed by RNG on drop. Another way to strike at the latter for easier early game would've been to give everyone a P2020 and 20 bullets, and then remove P2020 from loot pool entirely again. 

Edit: "BuT ThATs JuSt LiKE WarZONE", indeed, which eases players into finding better weapons and ammo by giving them armor off the bat, and a weapon which helps players contest early-game loot. The greatest innovation is stealing someone else's idea.
