It could be a bug or a new test feature. Currently from memory the only things that speed up consumable usage are Lifeline's passive and Gibralter's Dome. The wiki doesn't say anything about Phoenix kits being sped up by anything either.
Maybe Phoenix kits will get a buff and become more versatile by being faster to use when there's less to heal.
Good option to add to the updated Gold Armour.
