Finishers are meant for 2 things: 1; to style on people you downed, and 2; to provide a free shield recharge when you KNOW that you are SAFE to do so. If finishers were super fast (they don't really take that long anyway), then there would be no purpose to down shields, especially self-revive outside of very long range, and you would be punished for not stacking on your team like an idiot constantly. Finishers are fine the way they are, you aren't forced to use them.
