Personally I believe cheaters should only be actioned if it's almost completely sure that they are cheating.
A system that relies on mass reports has a major flaw, it only takes the amount of reports in consideration.
Players could just report because they're mad that they got killed by someone, or someone could be mass reported due to them being a streamer or another important figure.
I know some games have incorporated systems that auto-ban players when they reach a certain threshold, but this has resulted in major backlash from communities where this was applied, causing a really high % of false bans.
A punishment like this would make it pretty much impossible for a player to play the game, as they would be targeted by a large chunk of players in the lobby and their position will always be revealed, not even a pro player can 1v40.
So overall a system that uses an amount of reports is going to have some issues, though I personally think it's best to not resort to these types of punishments.
If they aren't cheating then these kinds of punishments would make it really frustrating to play, which could hurt the playerbase in many ways.
I think it's best to leave it at just banning cheaters when they have been detected, I myself have never really seen any good from systems that use a report count to give a punishment out.
