Why am i constantly coming across players who can sprint and shoot at the same time??

Moving sideways and chasing 100 mphs with 100% accuracy and speed, zig zagging rapidly in the air.

Ever since most recent update i see this all the time.

Oh and being shot be invisible people (no not bloodhounds thing, they're literally not there at all)
