How come only certain legends can throw their ults by their teammate watson gen?

For example if I'm Gibby or Bangalore and have a watson on my team I can throw my ultimate at another team. But if I am Caustic I cannot. Why? Also why can I not throw grenades out?

@hayhor You have to be in the inner circle to throw things out. It's not perfect tho. I think they should just change it so that it doesn't block any outgoing projectiles.

@BaldWraithSimp No kidding? I know of a larger circle and that always cancels my stuff. I had no idea about a smaller inner one. I play with a friend that mains Watson and get so frustrated when he sets his ultimate right as I try to place a perfect grenade. I'll check it out next time I'm on with him.
