how to fix game stutter and tearing and show statistics of cpu and gpu

@Huntinwabits i own an oculus rift and like to play apex legends in vr using the virtual desktop software. i got a bout of what looked like melanoma and its not completely healed after surgery so i dont want to use vr till its fully healed, but i will when its fully healed probably. in virtual desktop it works properly if i have a 720p desktop and game resolution and limit the game to 60 fps while virtual desktop will run at 90 fps. i bought a new cpu motherboard and ram for my birthday which is today to get ready to us apex legends in vr.

and it did not show tearing when i set it to borderless window.
