How to obtain all 24 Iron Crown items?

Is it possible to obtain all 24 Iron Crown Collection items simply by playing and completing the event challenges or will a player need to purchase Apex Coins in order to receive all 24 items?

You can only earn 2 packs from doing challenges. All others have to be bought totaling up to about $200 if you want all 24 and the Heirloom.
