I know this is not going to be the answer you are looking for but sadly I have to say that EA does not "normally" provide refunds on purchased skins/heirlooms.
You can try to reach out to EA support via EA help:
HOW TO MAKE A CASE ON EA HELP
- Click Contact Us.
- Pick the game or product you need help with.
- Pick the platform that you play on.
- Choose the Topic you need help with.
- Select your Issue.
- Click Select contact option.
- If you’re not already signed in to your EA Account, you can sign in here.
You’ll see a page with our recommended support options. If email is an option and you choose it, you may get a reply from e.ea.com. This is an official email account from us, so make sure you add it to your contact list so that it doesn’t end up in your spam/junk folder.

Here on the forum we cannot help with account related issues like purchases, suspensions, bans etc.
EA costumer support/sale's would be who you need to contact.
