Implement input based matchmaking to avoid balancing issues (tap strafing)

Input based matchmaking is the first thing I thought of when Respawn announced they would be removing tap strafing. If controller players can't tap strafe then take them out of the equation. Let mkb players be allowed to only play against their same input and also allow controller players to play against their same input. If people still want to play crossplay then let them, but it will be their choice. This is the most logical solution to me since in controller lobbies no one will even be able to tap strafe and mkb players will be able to keep all their movement techniques without putting anyone else in the lobby at a disadvantage.

@CCbathwater Because of cheaters? Okay you might rarely get a cheater in your game. Doubt it will ruin your experience. I see Apex streamers playing all the time and they rarely run into cheaters and when they do they take it in stride. Just move on to the next game. The cheating situation in Apex is extremely mild compared to other games.
