I'm afraid you would need to be a legal resident of an eligible country or territory to participate in ALGS.
You can check out the full rules here, which call this part out under Section 2: ELIGIBILITY AND REGISTRATION - 2.1. PLAYER ELIGIBILITY.
Be a legal resident of one of the eligible countries/territories listed in APPENDIX B;
