Is there a way to

Is there a way to change button functions? Many of my buttons go unused on my controller because it's features I simply rarely use (grenades for example).

I also get extremely annoyed with the fact that I can not simply set the + buttons to be this.. Up ALWAYS SYRINGES, Left ALWAYS medical kits, right Shield cell, down shield battery.. or some combination of the those. I don't want to have to press ANY other buttons for them to use it. I don't need them to do anything else. I don't want them to do anything else. so why not give me the option to set the controller that way?

This would allow me to heal while running out of the storm... or while running from a gun fight..  Which right now it does inconsistently. But more often then not it just opens up a stupid sub menu that I don't need or want opened. I do need hot buttons for healing. It's a vital function of the game. It's also something people with modded controllers have and use. So why not give us the ability to do it as well?

    Fairly certain you can in the menu.

    I changed my melee button out when I play on console.

    It does not always work then. It almost never works in the storm. I just died because of the up arrow not healing like it should. Half the time it's hold the up arrow and press A or some combination of that..  Uh I'm trying to run out of the storm.... I only have so many fingers.. Pressing A is not really an option and sort of defeats the purpose. The only way I can get it to heal consistently is if I go into inventory and select it manually. Aside from that the arrow pads only work inconsistently for varying reasons are never the same arrangement. It just brings up a sub menu. 

    That or I'll have moderate damage from the storm and no to little damage to shields. It will automatically use a phoenix kit. Yeah NO, I can heal shields with shield cells outside of the storm.. Just want to use syringes while I run out of the storm, not waste my phoenix kit.

    The controller settings you are talking about only allow you to change all button lay outs. But you can not individually customize them.  Right now I'm on button puncher. All of them have  "extra character action" can I delete that please? Definitely don't need useless character interactions on my controller.. What I do want and need are game functions that are useful and come in handy while in battle or a pinch such as the storm. It sure would be nice if I had a buttons dedicated to syringes, one for medical kits, one for batteries and one for cells.
