Kill and Damage blocking

I've played several hours tonight and got maybe 4 kills.

I am shooting enemies and then they just stop taking any damage, impossible to down them, on one shot left i can keep hitting them with shots and nothing. Then my teammates end up knocking. It doesn't make any sense.

Why are bullets just bouncing off my opponents when they're near death? Dealing zero damage, but very evidently hitting them?

This is not going to encourage engagement or spending - i binned off Battlefront for the same reason.
