Low GPU Usage

Platform: PC (Steam). OS: Windows 11 23H2 (also tested 22H2, 24H2, 25H2). My PC Specs: CPU i5-14400F, GPU Gigabyte RTX 3070 8GB, RAM 32GB DDR4 3200MHz (XMP enabled), Monitor MSI G274CX 1080p 240Hz. Issue: Low GPU usage and low FPS in Public and Ranked matches for a few seasons. Firing Range works fine. Tried: Windows versions 22H2, 23H2, 24H2, 25H2, reinstall Windows, reinstall Apex, older/new Nvidia drivers, older/new BIOS, installed on different SSD, reset BIOS, reset Nvidia Control Panel, disabled/enabled XMP. Hardware upgrade: old i5-10400F + RTX 2060 Super, new i5-14400F + RTX 3070. Issue persists.

    Current OS: Windows 11 23H2

    My game has been showing low GPU usage and low FPS during Public and Ranked matches for a few seasons already.

    What I Already Tried:
    Windows 11 versions: 22H2, 23H2, 24H2, 25H2
    Reinstalled Windows
    Reinstalled Apex
    Older and new Nvidia drivers
    Older and new motherboard BIOS
    Installed game on different SSD
    Reset BIOS settings
    Reset Nvidia Control Panel
    Disabled and enabled XMP

    Hardware Upgrade Attempt:
    Old setup: i5-10400F + RTX 2060 Super
    New setup: i5-14400F + RTX 3070
    Issue is still the same.
