Needs to be a limit on how many squad members can carry snipers

@Ev3rM0r3as a charge rifle main, I respectfully disagree. there is a few ways to beat a sniper team with the most annoying one imo being what i call, "peeking and shooting". since snipers tend to be mostly still or move side to side slowly to line their shots, they tend to be a bit more easier to hit. speaking from experience.
