You are talking about three different guns here
R99, prowler, volt
All very similar time to kill. So where's the problem? Well, if you want a gun to feel different it's gotta
- have different recoil
- have different mag sizes
- have different reload speeds
- have different bullet travel time/drop
- have different damage
Two of of the above guns have all 5.
One of those above guns(the volt) has no recoil, and reloads faster, and has faster bullet time. But had the same ttk? And significantly more damage in the magazine with higher accuracy.
If you want the volt to stay feeling like a volt. And not like another weapon. It's two primary characteristics are recoil and reloads speed, aside from the super fast energy bullet speed.
So what needs to happen? Damage needs to come down, as well as magazine capacity.

@Zulopi This makes perfect sense.
Generally speaking, assault rifles handle poorly, but they have solid dps, big magazines, and great ranged performance. With those things combined, you should be able to one-clip an exposed target at range IF your tracking and recoil control are good enough.
Generally speaking, SMGs have poor ranged peformance, but solid dps, mid-size magazines, and great handling. With those things combined, you should be able to one-clip an exposed target at close range IF your tracking is good enough, PLUS you should be able to strafe fast enough to not die.
The Volt can do both of these things at once.
It was designed as a hybrid weapon that bridges the two classes, but it's arguably better than every weapon in either class, except at very long range. The Flatline is hit worst by this because it already sucks at range - I mean, who the * is going to use the gun when the Volt out-damages, out-handles AND out-ranges it??
