Octane is still over the top.
You guy should consider removing the passive health regen from Octane, then switching the resource used to move fast to armor and giving no passive regen at all. The speed move should be used strateg...

Octane does not regenerate any health when taking ring damage, nor any other damage for that matter.

EDIT I need to correct something I said above. Octane will not regenerate health while taking or right after taking health damage. Shield damage will not stop his passive from working.
