It used to be that a skilled Wraith might be able to compete with Octane for a short while, but with the updates to Pathfinder and the chick that turns into Mario Kart? Octane's whole deal is being mobile as heck. And now I'm getting outmaneuvered by all sorts of different legends speed wise. There's a problemo there, amigos.
Please understand that the movement needs to be nerfed overall, not constantly buffed. I don't know what you're asking for, but I hope it's not another buff for Octane. Let's not exaggerate now...
Octane isn't the one who needs buffs, but Axle and Skirmishers in general, who need nerfs because they're too mobile and also have 50 HP regeneration per knockdown. This group of Legends has dominated the game for a long time.
Of course, there are exceptions, like Maggie and Valk, but for the past year, this move has dominated Apex and made playing a Legend without it simply tedious and unrewarding.
