Octane Rework

Here is a suggestion for a rework of Octane. It's not too overpowered and might just get him back in the game. On top of the ability reworks provided in the image, another suggestion I have for Octane's jumpad rework is either instead of or on top of Octane launching higher and further than other legends is maybe Octane can airstrafe better than other legends- meaning he is more mobile in the air than other legends. He can control his flight better. This is a great, not too overpowered ability that is special to Octane. Someone with as much experience jumping should have a little extra skill, right?
