Octane too good compared to the rest
When you look at octanes kit and how well it works together and then look at the rest of the cast of characters it's sad, he's too good. Now I should be clear I don't think octane needs a nerf he has...

I agree that his Q making him immune to slow effects is really strong, but the cost of health makes up for it. How many times have you shot someone and all that was missing for you to get the kill is land another 10 damage? It happens a lot. Also, it has a casting time and makes a lot of noise once used so you basically have to use it preemptively or in last ditch effort to run away.
The thing that I totally agree 100% without hesitation with you is the mirage ult.... I mean is it ever useful? I think it makes you run faster, but you can't heal or shoot while blatantly transparent.
