I paid money for opening APEX bonus boxes, to get nice skins. But now we can get less and less skins except those useless Manufacturing Metals. You must be kidding me?

Just very disappointed to such set-up, makes me unwilling to pay more.
TaoGuang When an Apex Pack pulls an item that you already own, it gets turned into Crafting Materials, (where the amount is different, depending on the replaced item's rarity).
This happens because Apex Packs will not give you any duplicate items.
