I also feel he should've had the scouter passive that Vantage has since he has that big eye. Or at least make it where he can zoom in like a scope even without a weapon.

There's a lot of discussion about the balance of his kit & viability, but it's not about either of those things. It's whether Path should still be Recon cuz he is the least Recon of all the Legends in his class or do you add something like adding enemies to the beacon scan or some other type of scanning passive that gives a minor buff & makes him fit more in the class?
