I think a penalty in casual mode is a bit overkill. Stats are only as important as you make them, and many experienced gamers will know that slaving over them is more likely to cause negative emotions than anything else. And I have to agree with people who treat casual as a training mode. The actual training ground lets you learn weapons and movement, but there's a lot that can only be learned from facing real opponents in a BR scenario.
I think a better solution would be to just include that solo mode that so many people have been wanting. I don't really care for solo myself but it would be a decent victim-free way of diverting non-team players away from team games, improving the overall quality of team play found in the regular mode.

Well, stats are actually quite important to players who went Diamond last season, and may be looking for a team to attempt predator in S3.
Regardless, the habitual quitters are actually being a real issue with this game, also in casual, their behavior is affecting players' enjoyment.
Repeatedly quitting the game over and over can't really be passed off as either "chilling" or as "training mode" it simply is what it is. These people are just rage quitters.

I only lagg out when I get someone on the squad who connected to european servers from accross the world.
During certain hours U.S. players attempt playing EU games when their que times increase at night.
