Prowler burst fiterate needs a little nerfing.

I just burst to death at close range by a prowler. I had Octane and stimmed in with my mastiff. I sweat. a life put 3 to 5 butsts on me in lrss than second. I was barely able to get off 1 mastiff ...

@maximas1986 The prowler base damage was buffed from
14 -> 15
The burst firerate was increased
Burst Recoil decreased.
Burst spread Decreased
The Prowler is a Hemlock on CRACK!
Its super overpowered!

It deals 75 damage per burst!!!!

With the shields nerf, a prowler can easily kill a player in 2 bursts!!!
