There should definitely be a punishment for these kind of behavior. I've even seen a few DC😕 where their deathbox never spawned, which is really really bad.
Some kind of karma system could be a really good feature for this. Users could give positive or negative rep, which is used when pairing up squads.
Users with lots of negative reputation should be paired with others at the bottom of the rep.

I assume you would want it to work in a manner that people who frequently leave would receive negative karma and be grouped together. Where as non leavers would receive positive karma and be grouped together?
Perhaps a commendation system at the end of the match would be cool too,similar to Overwatch where we could rate our teammates if we are happy with how they played. With commendation tracker appearing on the players banner card at the start.
I think keeping the two separate would be better to prevent any troll behaviour lol. 😛
Any punishment will be better than none.
It is serious problem (impacts all players who play with randoms) and i don't understand why developers don't do anything about it.
