Well first off; I don't play ranked. I have zero interest so my experience may not be relevant.
I have found the match making, in general, to be pretty good over the last few months. You still get the occasional squad that has zero business being in your lobby and you are just never going to win that fight but it is not as big as a problem as it used to be.
As for ranked, I don't know. I always found higher skilled people were pretty common in the lobbies back when I tried it (I gave up on ranked years ago largely for this reason). Maybe that's not changed.
I do think match making is based on what you have to work with. If there is not a big pool of players to choose from you'll get who you get. Personally, I'd rather not get a game if it's full of people well above my pay grade than just get stomped over and over. If a session starts off that way I'll just stop playing and try again tomorrow rather than just put up with it. It is what it is; the match making can only deal with what's in front of it.
