They have always tried to strike a balance between placement and kills to keep the game fun without losing its identity as a battle royale survival game where being the last team standing matters.
In the past, people have overvalued killing and generally took far more fights than they should have. The basic idea of the ranked changes to alter the way people play was needed and welcome and worked. Unfortunately, they soured the whole deal by messing up the numbers and removing all meaning from ranked play.
Before, people didn't camp when it was more important to do so to avoid getting a larger point penalty from dying early. Now, people camp when ranking up is meaningless, and you'd might as well just run around having fun. It's like people always do the exact opposite of the optimal strategy.
What I do like about the changes is that they are trying to head in the right direction. I also personally appreciate no ranked split because I don't have time to grind rank for 6 weeks before my level is reset. This change makes ranked much more appealing to me.
A solution to the camping all game strategy is difficult. Maybe working as a team, a certain amount of movement and some damage (not just in the last few minutes of the game) should be taken in to account. Equally, players should not be punished for playing strategically, not engaging with every fight, and sometimes not coming across any other team for half the match through no fault of their own.
It's a difficult problem to solve without unbalancing some other aspect of
ranked.

@PistolSkinThey have the close to perfect system in algs, but they refused to use it.
For me this change was only to boost lower tier players ego by handing them free badges. I refuse to believe that respawn is so far disconnected with their game that they didn’t see the current problems coming…
I follow a guy that is in top 400 pred right now doing zero kills every game dropping solo on the far edge every game doesn’t take a weapon only meds and spams heal against the zone. He ends up second about 80% of the time. And no my friend that is not strategic gameplay its terrible gameplay design
- PistolSkin3 years agoSeasoned Ace@matzesingt Rank needs to be about skill, in order to give players an idea of how skilled they are when compared to other players. The problem is that skill in a BR is not just about highest number of kills, but placement and ultimately winning as many times as you can. They are going to have to somehow combine kills/damage with placement again. Maybe even bring back something like the old system but not have a rank split which would be less harsh on casuals who don't or can't grind rank for several hours every day.

That’s why I mentioned the algs system, they have a decent balance between kills and placement. Both is crucial to actually make many points
