I'd say this is kind of a double-sided thing.

It could be considered a viable strategy right now (Shame on you Respawn), so therefore you can't really call it sabotage.

So would it be bannable because you're leaving your teammates to die?

Not respawning your teammates or getting their banners because it's safer to rat?

So yeah it could be considered sabotage on one end, but on the other one it's a viable strategy, which would point towards them not really throwing.

The kind of ratting where players hide in out of bounds areas (outside of the map, really high up on unintended spots, etc) would fall under exploiting, so that kind of ratting could definitely be considered as rule breaking.
