I would not touch the config files outside the parameters allowed by the in game settings.
However, it is a good question. I wish we could get an official answer to it.

This type of question was raised back when some players used the config files to remove muzzle flash.
It was controversial back then, but as far as I remember Respawn did not state anything officially. However, they removed/reduced muzzle flash on a few guns.
I think your best bet would be to contact EA directly.
