True.  In some countries like China and South Korea. Not in the USA for example.
How can cheats prices be pushed up on the market, other than artificially creating a scarcity of it?

As long as any of the COPYRIGHTED code is(n't) included in the cheats (depending on whether you go for legal or illegal).

EDIT: I have added an EDIT to my op. The term patent is misleading. I intended more a copyright than a patent (possibly both). My apologies.

  • @Vdstrk In countries where there are penalties, hackers won't care if a year is added to the jailtime. They do the hacks because they have ways to avoid jail altogether.

    In countries where the cybercrime is not addressed properly, it's up to the legislators to crank it up. But there are critical reforms on their desks that have been sitting there for years, so it's easy to realize how slim chances are for the entertainment industry.
