I find his ultimate to be really good at surprising one or two enemies, but it's definitely not a squad wiper but I don't believe that is its intended use

I find the best use is to pop in in a moment of confusion and set up the an attack from the side or rear. Folks will still look for the outline so you have to be sneaky, but the reduced visibily can help you slip away during the chaos of a firefight.
