Can i refund my heirloom?, i got my heirloom when i was lvl 20 and i bought octanes heirloom without knowning anything about the game. Can i get wraiths heirloom and refund the octane?

Refunds heirloom should be a thing just because a lot of people spend a lot of money on heirloom or played the game a lot and later in life they regret getting it for that character that they don’t even play or enjoy anymore.There should be a one per six month thing or something.
