Unable to gift, it says 'not eligible' and select another friend

I can't gift skin to my friend's account, it says 'not eligible' and select another friend

i don't know whats wrong with both of our account, since we already turned our verification on, please help

    I feel like this system was very poorly implemented.  Though I have an idea that it is extremely complicated in the details, so I'm withholding judgement.  I quickly gave up on trying to use the gifting system.
