they the cheaters build up skins and have a nice setup and finally can play ranked then why cheat. jesus said the rich man will suffer to keep their money so a hacker will suffer to keep their clothes/skins and stuff and competitive.@hayhor, i think a year might be a bit too long, but this idea is definatley along the right track , I espicially love the idea of handing rewards out to players if they've kept a clean streak for a certain amount of time.
