Increase the level minimum for ranked to discourage smurfs more.
Change the anti-cheat program to something that actually detects cheats.
Hire a team of people to ban cheaters. The actual cheaters SHOULD be named and dhamed somewhere once verified as cheaters.
Add two factor authentication or some other technical verification of accounts to further discourage smurfs and cheaters.
