I think that you're right with the bugs. Earlier today I had a match and caught this lifeline totally off guard, hit her for 100 damage before she reacted. She then turns to me, while I'm still shooting, and after I just hit her for 100+ dmg, she then proceeds to almost win that 1v1 against me. I had a Red Evo too. It makes no sense whatsoever. That should have been the easiest kill.
It happens so often, that I'm sure it's some sort of networking thing. Even then, it doesn't make sense. The server sees that I'm hitting my opponent, updates and gives me feedback, and then the opponent acts like nothing happened. Unless it's just updating my side way before relaying that data back to them and the server.
No matter how you try to spin it, 20 ticks, 50ms per update just isn't enough for an FPS game. Especially when it has to go back and forth to check to make sure things are happening correctly, then feeding that back to players.
