Certain legends that have perks that make them able to use ring consoles either have a kit (or had previous abilities) that put them close towards more of a recon character (But not completely) and/or their kit is already decently balanced and adding too many extra perks would make it harder to balance them. (If they were already in a fine place, then replacing perks with ring console access can still add some extra depth without throwing off balance)
I personally don't feel like this would be a problem, looking at the issue you've mentioned, I think it would be unlikely to be caused purely because of that.
Well, yes, of course players are much more likely to stay safe in a certain position and rat the game out of they know ring locations.
Though if players are going with that kind of playstyle, wouldn't it be better for them to use controller legends, as this would make it easier for them to anchor down a location?
If someone were to rat with their team, I wouldn't really think of Pathfinder as a good choice to defend their area, they can scan ring consoles at the cost of another perk, but they won't really be able to hold off their weight.
So even if more players were to rat purely because of those perks, wouldn't it make it easier to take them out?
Their chosen legends aren't really made for controlling a specific area, and they traded other (possibly stronger) perks to make it easier to rat.

I disagree and if it were any other legend type disregarding recon.they would complain endlessly. Not sure if you notice but minimum 10 squads are ratting and are ruining the game. I appreciate you taking the time respond and thanks.
