From my experience I see control (limited time played, mostly to see what's up and even more so complete challenges faster) as a successor of so called "capture the flag" type of gameplay = google it, see quake ctf for example.
This mode always required really good game sense and even more so teamwork which as we know is really bad in Apex where everyone want to be a solo hero no matter the outcome, win is secondary, damage, kills, me being first is what is important for many.
Thus control is very sporadic. Sometimes there is a good game, sometimes you roll over enemy team sometimes you have 0 chance of winning and it comes down not so much imo to matchmaking than teamwork and people's motivation to teamwork. Basically noone uses mics in "pubs" while back in the days CTF was super intensive communication mode, even more than ranked or scrim as phase is much faster.
Hacking - well yeah, that is plague but it does not matter which mode it is done in: pubs, arenas, duos, trios, ranked, control or any other. Hacks spoil the experience in any case for everyone except one who is hacking and feeding his ego.
